Even if we give the ipad a factor 2-3 in terms of "non-sucky drivers" thats still somewhere between 3-5 times less performance than my horrendously outdated GPU.
Well, a) you're wrong, and b) you're misleading even when you're right.
According to the FAQ, LT is anticipated to run on a gfx card from around 2009; your 6870 was released around October in 2010 so I think we're more talking about something like a Radeon 4850 according to Anand (still a 1 TFLOP piece of hardware).
Second, the iPad Air 2 came out about a year ago, so you're closing the gap even more.
Third, it's not a GX6650, as Anand discovered it's more like 2x GX6450's since it's using a private Apple design with 8 clusters and who knows what other changes; about 300 GFLOPS.
Fourth, both these GPU's support DX10 (although the Radeon is 10.1) level abilities.
The other factors you refer to (also including a newer API that's more like DirectX) make the performance comparable, especially as I said if various things are tweaked.
