I disagree that it's dumbing it down. They had a LOT of issues with the complexity of the systems in Oblivion, things that made the game unplayable in some situations.

Reducing that makes it easier to explain, and easier to just go with.
While stats seem like a great idea, do they actually matter?
Oblivion showed that, once you swapped to player skills dictating hits, the only things that mattered were Health, Stamina, and Magicka.
Which is, incidentally, exactly what it was reduced to.
The overhaul of the skills/perks system is a significant improvement in my eyes, as makes builds that are vastly more interesting.
But they didn't add enough individual items to each tree.
They presented it as if they have scrapped the old engine. I know it old creation/gamebryo engine is hurting bad. I dabbled a bit into modding and couldn't believe how half arsed everything seemed to be. Things would just not work for no apparent reason or fail randomly without any cause. This isn't a 'new' engine.
Just like Creation wasn't.
It's all just a new extension of the Gamebryo engine. More stuff added, more changes included. Deeper fixes and alterations.
But, at it's core, it'll still feel like another gamebryo engine game.
They present this, but while they may have done some rather large overhauls. Hopefully they didn't try to further Frankenstein the engine for modern games, but it wouldn't surprise me if they are.
